The centre operates its own civil and commercial laws based on English common law, its own courts, and an independent regulator, the DFSA. Expect several months for a regulated licence, a business plan that survives scrutiny, capital adequacy requirements, and named individuals approved for controlled functions. Non-regulated DIFC entities — holding companies, family offices, prescribed companies — are considerably faster and cheaper, and this is the route most private clients actually take.
