UAE business activities and licence categories
A free zone authority publishes an activity list running to several thousand codes. The useful structure sits one level above it: 10 licence categories, and the category decides which free zones can serve you at all. The specific code is settled afterwards.
6 of these categories require a separate authorisation, issued by a regulator rather than by the free zone. It is the most expensive thing to discover late: an activity behind a regulatory gate cannot be quoted as a fixed package.
Professional / service
Consultancy, advisory, marketing, design, IT and most professional work. The broadest and cheapest category, issued by almost every free zone, which is why the decision usually comes down to address, visa allocation and banking rather than to the licence itself.

Commercial
Buying, selling, importing, exporting and distributing physical goods. A general trading licence covers multiple unrelated product lines and costs more than a licence naming two or three.
Authorisation required beyond the licence. A customs code is required to move goods through UAE customs, and specific goods — food, cosmetics, pharmaceuticals, electronics — carry their own approvals.
- General tradingA general trading licence permits buying and selling a wide range of goods under a single licence, rather than being restricted to named product categories.
- Import and exportDubai's position as a re-export hub between Asia, Africa and Europe is the actual commercial reason most trading companies incorporate here — tax is secondary.
- Real estateProperty brokerage in Dubai is regulated by RERA and requires a mainland licence plus individual broker certification — a free zone licence does not permit brokering Dubai property.
- Logistics and freightFreight forwarding, warehousing, courier and supply chain services.
- Commodities tradingPrecious metals, agricultural products and energy trading.
- AutomotiveVehicle trading, spare parts and automotive services.
- ElectronicsConsumer electronics and component trading.
- PharmaceuticalsPharmaceutical distribution and medical supplies.
E-commerce
Online retail, marketplace selling and dropshipping. The deciding question is where the stock sits: goods held in the UAE need a zone with warehousing and customs, while a seller who never touches UAE soil can use a low-cost zone for the same result.
Media
Publishing, production, advertising, content creation and agency work. Several zones specialise in it and price accordingly.
Authorisation required beyond the licence. Broadcast and published output falls under the UAE Media Council, and content standards apply regardless of the issuing zone.
Industrial
Manufacturing, assembly, processing and packaging. Requires physical premises — warehouse or industrial plot — so it is the category where the zone is chosen for its land rather than its paperwork.
Authorisation required beyond the licence. Environmental and municipal approvals, and sector permits where the output is regulated.
Holding
Owning shares, real estate or intellectual property without trading. No operating income, which keeps the licence cheap but also means it cannot invoice.
Freelance permit
A permit issued to an individual rather than a company, for one person working under their own name. The cheapest route into the UAE, with no corporate structure, no shareholders and a single visa.
Educational
Training, tutoring, coaching and institutes.
Authorisation required beyond the licence. Education regulators — KHDA in Dubai, the Ministry of Education or the relevant emirate authority — approve the curriculum and the premises separately from the licence.
Financial services
Brokerage, asset management, payment services and regulated financial advice. A free zone licence alone never permits this work.
Authorisation required beyond the licence. DFSA authorisation in the DIFC or FSRA authorisation in ADGM, each with its own capital requirements and a process measured in months. No other free zone can issue the permission.
Digital assets
Exchange, custody, brokerage and token issuance. Proprietary trading of your own assets is not the same activity and is treated differently.
Authorisation required beyond the licence. VARA in Dubai, or FSRA in ADGM. Both run substantial capital and compliance requirements, and a zone advertising a crypto licence is selling the licence, not the regulatory permission.
